Abdullah Ali Al Mustaneer
CEO and Board Member
Mr. Abdullah Al Mustaneer was appointed as the CEO of Dar Al Riyadh effective January 1, 2023. He is responsible for developing and executing the Company strategy with the support of the business leadership team. He is also responsible for shaping and strengthening the Company’s culture in support of the Company’s long-term strategic direction. He also plays an instrumental role in maintaining strong relationships with strategic clients and partners.
Abdullah joined the company in 2014, where he then held the position of the Group Human Resources Director. He succeeded in leading many strategic programs and initiatives; for example, the HR transformation program focusing on employee engagement, talent development, Saudization, HR service quality, performance management, and the institutionalization of the Company’s value system (Dar Al Riyadh COMPASS).
Prior to joining Dar Al Riyadh, Abdullah spent 11 years working with Saudi Aramco where he provided HR support and advisory services to organizations in the upstream, downstream, and engineering & project management business lines.
Abdullah holds a Bachelor of Science in Business Management from the University of Arizona, and he holds a number of professional certifications in various business practices.
Prince Naif bin Turki bin Abdullah Al Saud
Senior Vice President – Operations
As Senior VP of Operations, Prince Naif is responsible for the operations of the Company. He maintains control of the business operations and ensures that corporate functions (HR, Finance, IT, Commercial, Admin, and Procurement) are efficient and effective to meet client expectations and maximize shareholder value.
Prince Naif handles the company’s internal affairs taking responsibility for delivering results on a day-to-day, quarter-to-quarter basis, identifies and resolves organizational performance issues, and sponsors and supports key corporate initiatives. Working closely with the General Managers and Group Directors, he ensures disciplined execution of the Company strategy which is cascaded in the form of corporate and divisional balanced scorecards using the Company’s planning and performance program.
Prince Naif holds a Bachelor’s Degree in Business Administration from the American University of Beirut in 2004 and a Master of Business Administration (MBA) from the University of Westminster in 2010. After his graduation in 2004, he joined and completed the Saudi British Bank management trainee program. Prior to becoming the VP of Operations in 2016, he held various positions within the Company including Head of Administration and Marketing Director reporting to the Group Commercial Director.
Alhussain Al-Mehthel
Group Chief Financial Officer
Mr. Alhussain Al-Mehthel joined Dar Al Riyadh in 2024 as Chief Financial Officer. He has 14 years of Finance experience in three sectors: Petrochemicals, Oil & Gas, and Retail. Before joining Dar Al Riyadh, Alhussain was the Financial consultant to Saudi Aramco Finance Executives and had worked as Acting Chief Financial Officer in a JV between Aramco and TotalEnergies. He played a leading role in driving both the operations and growth of the organization, Collaborating with the CEO and the Board on directing the financial strategy and the financial compliance of the business. Alhussain is a transformational and motivational leader who believes in growing the bottom line and the teams’ skill sets.
Alhussain holds a master’s degree in science of finance from Texas A&M University, USA; and a Bachelor's degree in Accounting from The University of Tulsa, USA. In addition, he has Finance and Leadership Certificate from Harvard University.
Bandar Al-Nofeai
Vice President- Construction Supervision
Bandar leads the Construction Supervision sector at Dar Al Riyadh with over 25 years of leadership experience in managing and delivering major infrastructure and development projects. He oversees construction quality, operational efficiency, and compliance with safety and performance standards across all ongoing projects, driving teams to deliver excellence on every site.
Throughout his career, he has led projects exceeding SAR 20 billion across infrastructure, urban, and industrial sectors for government, semi-government, and private entities. Recognized for his strategic leadership, process improvement, and talent development, he has consistently driven sustainable growth and operational success within the organizations he has served.
He holds an Executive MBA, a Finance Diploma, and a B.Sc. in Civil Engineering, along with professional certifications including PMP and Lean Six Sigma Black Belt, in addition to leadership credentials like Future Leader from Harvard University.
Talah Al Secait
Communications & Marketing Director
Talah Alsecait joined Dar Al Riyadh on August 2023 as the Communications & Marketing Director, where she leads the company's communications and marketing. In this role, she oversees comprehensive communication strategies, stakeholder engagement programs, and corporate positioning while providing strategic direction for the organization's marketing and public relations efforts.
With over 12 years of experience, Talah brings extensive expertise in strategic communications, international communications, and event management. Prior to joining Dar Al Riyadh, she held key positions including the Ministry of Culture, the General Entertainment Authority, and the General Authority for Military Industry, all of which she spearheaded major communications and marketing activities.
Talah earned a Master of Arts in Communications, and a Bachelor's degree in Management Information Systems from Prince Sultan University.
Majid Al Mutairi
Chief Human Resources Officer
Majid Al Mutairi joined Dar Al Riyadh in 2015 and worked in Dar Al Riyadh for more than six years collectively. He is responsible for Talent Acquisitions, Employee Relations, Government Relations, and Human Resources Business Partnerships. He focuses on delivering the best HR services for Dar Al Riyadh employees and recruits strategically for senior positions. He is very passionate, eager, and driven to keep and improve Dar Al Riyadh's culture and working environment. Also, he represents Dar Al Riyadh HR in front of Dar Al Riyadh clients. He has more than 12 years of experience in Human Resources and more than 7 years in management roles as he worked and achieved on supervising the establishment of policies, procedures, processes, and talent acquisition infrastructure for Dar Al Riyadh, JASARA PMC, and Zahran Operations and Maintenance. Majed holds a Human Resources Management Diploma (L2) from Oxford Training College and multiple training in HR best practices, Saudi Labor Law, Organizational Planning, and Standing Operating Procedures Preparation (SOP PREP).
John Seed
Group Strategy and Development Director
John joined Dar Al Riyadh in October 2023 as Group Director for Strategy and Development. He supports Dar Al Riyadh Group joint ventures and Dar Al Riyadh Consultancy with strategy and growth planning. John also leads the Dar Al Riyadh Consultancy Advisory service line.
John has over 34 years experience of in providing building and infrastructure advisory support to public and private sector clients across multiple sectors and geographies. Originally a graduate of civil engineering, John has master’s degrees in engineering management and business administration.
John is an expert in ESG/sustainability, private finance, PPP, project management and procurement, mergers & acquisitions due diligence, and digitalization advisory in the infrastructure and energy sectors from both the client and consultancy perspectives. In recent years, John has led and taken part in international working groups defining new standards for infrastructure procurement, private finance, PPP, sustainability, resilience, and decarbonization.
John joined Dar Al Riyadh from ERM where he was the Lead Partner for their Northern Europe Mergers & Acquisitions Advisory team. Prior to that, John worked client side for the multilateral development bank EBRD (European Bank for Reconstruction and Development). John was head of both the Policy Unit and the Project Preparation & Implementation Unit which were both part of the Bank’s Sustainable Infrastructure Group. John also worked for Mott MacDonald as a Global Sector Leader for infrastructure advisory.
Ayman Yahya
Vice President - Design Services
Ayman leads the strategic direction for Design Services at Dar Al Riyadh, overseeing the full lifecycle of design projects from concept to delivery. He develops and implements design strategies that ensure quality, innovation, and sustainability across all architectural and engineering disciplines, while maintaining strong client satisfaction and design excellence.
With over 20 years of experience in project management and design services, Ayman has led multidisciplinary teams in Saudi Arabia, the UAE, and Jordan, delivering large-scale urban planning, infrastructure, and mixed-use developments. He manages budgets, schedules, and resources, and plays a key role in business development and long-term client partnerships.
Known for combining creativity with technical precision and leadership, he drives design excellence and operational performance across all projects. He holds an MBA and a Bachelor’s degree in Industrial Engineering.
Ammar Hajiya
Chief Transformation Officer & Senior Director Project Controls
Ammar joined Dar Al Riyadh in February 2023 as Senior Director for project controls across all business divisions including Construction Supervision, Design Services, Programme Management Consultancy, and Clients Advisory. Ammar also leads the business transformation as chief transformation officer.
Ammar brings to Dar Al Riyadh 23 years of industry experience across the globe, with a proven track record in corporate, consultancy, development & delivery. Reporting to the CEO, Ammar is responsible for establishing better ways of working to enable material changes in company performance and internal capabilities with an unrelenting focus on impact delivery aligned with strategic priorities.
Prior to joining Dar Al Riyadh, Ammar held various leadership roles, with Bechtel and Arcadis, in the UK and Middle East. Ammar’s market sector experience includes infrastructure, buildings, transportation, and oil & gas.
Ammar holds a Bachelor of Science (B.Sc.) with first-class honors, an MBA, and professional certifications in various project management and business improvement practices.
Malcolm Hamilton
HSEQ Director
Malcolm Hamilton joined Dar Al Riyadh in 2023 and is an experienced HSEQ professional, with over 27 years of experience across a wide portfolio of sectors including, oil and gas, general construction, utilities, and on and offshore windfarm construction. He has led HSEQ teams in international companies including, Mitie, Cape/Altrad, Windhoist, and M&G, and is a chartered member of IOSH. Malcolm is passionate about safety at work, consistently promoting and implementing a highly effective safety culture. Proactively embedding positive attitudes, practices, processes, and culture into the organization covering complex safety matters; ISO certifications, HSE regulations, and industry best practices.
Malcolm holds a Diploma in Occupational Health and Safety Management from Glasgow Caledonian University and a Chartered Membership from the Institution of Occupational Safety and Health (IOSH).
Carlos Soto
Chief Information Officer
Carlos joined Dar Al Riyadh in 2015 to lead the IT function across the group. He is responsible for developing and executing the IT strategy to effectively support the growth of Dar Al Riyadh through optimizing the infrastructure and application landscape, implementing best practice methodologies, and leveraging new technologies.
Carlos leads large-scale transformation, reengineering, and optimization projects with a matrix organizational approach, improving effectiveness, cost control, governance, and execution. His creativity underpins innovative solutions and the expediting of project design and completion, enhancing stakeholder collaboration with initiatives that support business goals.
Carlos holds a Bachelor’s degree in Computer Science from Northrop University, and he has completed the Telefonica Advanced Management Program at IESE Business School University.
